Good Citizen Achievement in The Talos Principle II

You'll visit New Jerusalem three times during your playthrough, but this achievement isn't possible until your second visit, during Act 3, when the Gehenna Memorial Exhibit opens up.

Here are the locations you need to visit for this achievement:
 

1. Gehenna Memorial Exhibit - from the elevator, straight ahead and slightly right to the spherical building
2. Friends of New Jerusalem Gazebo - head out of the Gehenna Exhibit away from the elevator and you'll find the gazebo
3. Helga's Shop - directly in the center of town, on the promenade between the elevator and the Museum, close to the Museum entrance
4. Museum of Simulation - story related, directly opposite the elevator
5. Alexandra Drennan Memorial Statue - when leaving the Museum, head directly right to the edge of the area
6. Milton's Rest - directly across the central promenade from the Gazebo
7. Archeological Gardens - on the far side of the map (either all the way left from the elevator, or all the way right from the Museum)
8. Tablets of the Founder - from the elevator, directly left
